Can skin bleach help for colored scarring?

I realize most skin bleach contains REALLY harmful chemicals like Hydroquinone. Does anyone know of a safer skin bleach that produces good results? One that fades colored acne scars and post inflammatory hyperpigmentaion (PIH)?
