Q: Rash On Feet

For the past couple weeks I have had a rash on my feet. It is hives, some days it gets better and then the next day they'll be more. It all started when I started going outside for the summer. The doctor said it's not Poison Ivy/Sumac/Oak, more an allergic reaction to something different. It is only on my feet and ankles. Little red bumps that itch. What touches my feet but nothing else? Grass or weeds. Maybe I am suddenly allergic to one of the shoes I have been wearing for years? If it was another type of allergy such as food, is it possible a rash could develop in a different location?

I took a photo of it: http://www.flickr.com/photos/stacylynn/520 845611/

Any ideas what it could be from?
