There really are so many sides to this whole issue & reponses here (as anywhere) depend on experience & often what has just happened/been said.
I have often asked smokers politely to stop (& often this has been in areas that indicated no smoking allowed!!) & been abused or ignored.

it is also hard to be calm about this because my daughter is so badly affected by smoke & my son has had to be hospitalized due to it (he had asthma - thank god he's outgrowing it).Plus my husband is a smoker (although not anywhere near any of us!!

& as his father died from lung cancer & many of the men in his family have had lung related health problems I am so scared that we will lose him (although I could do with the insurance!!

). Then too I know that it costs alot & we could really use the $$ for so many other things.
Several years ago we had a series of anti-smoking ads that I still recall vividly (& it has affected both my husband & me in the same way - serious kissing went out the door!!) - these ads showed a person smoking & then kissing their boy/girl friend except what the non-smoker was kissing was an ashtray - it still grosses me out just thinking of it.
My husband too has tried to quit, but admits that this has been for us rather than for himself & feels that that is the main reason it hasn't worked for him. For some years I tried the tack with my husband of pointing out other sexy guys & saying that if he was intent on killing himself I was entitled to find a replacement & if I found one before he died tough. The thing is though that I love him & I don't want anyone else.
I do feel that there should be more campaigns aimed at preventing people from smoking & more accessibility, less cost involved in trying to quit. Some of the programmes here cost a fortune & there's no guarantee of course that they'll work.
Perhaps smokers could take a look around them & see how much litter is around that they cause, all those butts in the street, & I wonder how many car accidents are caused because someone is lighting up or dropped it & goes looking for it or just gets sidetracked from driving for an instant??
