Q: Strange Skin Condition

Hi, I have had this problem for a few years. It started on my arms, its slowly spreading to my forearms and upper back. They are these little red bumps that are sometimes just skin color. They occasionally itch, and my sister also have them. I don't think its exsama, and my mom talked to a doctor and he gave me this lotion, I have been putting it on everyday, and it seems to be working a tiny bit. Can somebody tell me what this condition is, I might be able to take a pic if really needed. Also, is it curable?

O yeah, and I don't think it is keratosis pilaris, I have seen the pics, it looks different, more spread out bigger bumps.
