I'm 25, and sexually active (although not in the past month). The girl I was sleeping with found out from her doctor that she had HPV. In a further self-exam in early March I found several tiny (aprox 1mm) flesh colored raised bumps, at the base of my penis shaft. I went to my regular doctor and after a brief exam he said he believed it was Folliculitis. I went home and did some internet research and saw pictures of folliculitis, and I thought it did not look like what I had.
I've been monitoring my bumps for the past month, they have not changed at all in shape, size, color. I probably have aprox 10 bumps total.
Considering the possibility they are warts, I tried putting some household vinegar (5% acidity) on the warts. I tried it a couple of times. There was no visible reaction, and no color change.

Do you think I should be worried about these? What is your opinion on what this is, does it look like folliculitis, or genital warts?
