HE SMOKE POT ALL THE TIME AND HE SAID HE DOESN'T HAVE A -PROBLEM I TRY TALK TO HIM IT'S HARD WHAT SHOULD I DO HELP PLEASE

It is hard to get someone help that does not want it. If you have a national drugs telephone hotline i would give them a call and they should be able to give you some suggestions.

POT, IMO is a psychological addiction. Helps keep the edge off the reality of things among other things. But it is not impossible to stop.
Does he have friend that smoke a lot as well?

HE SAID HE GOING TO QUIT TIME AND TIME AGAIN BUT DOESN'T MAYBE SOMETIMES ON AND OFF HIS BEST FRIEND IS DRUG SUPPIER FOR HIM. I TRY TO TALK WITH HIM ABOUT A THOUSAND TIMES BUT HE KEEPS LYING TO ME. WHEN HE DOESN'T DO IT IT IS A MISERABLE JERK. YELLING AT ME ALL THE TIME AND SUGGEST THAT EVERYONE ELSE IS GIVING HIM ATTIUTE. THANKS FOR LISTENING.

No need to worry about it...
I really appreciate your effort,Of course there is a possibility to recover him.
Its better to take him to a rehab center.
