Q: Red Spots On Calfs That Turn Blk And Blu And Get Hard

my niece get these red spots the appear on her calfs only and then they turn black and blue like a bruise and are hard. They are not bruises and her blood test show nothing. Her doctor is also at a lost. Any one have any idea what it could be?
