I highly doubt a girl can get pregnant with semen on her shorts clearly away from her vaginal area. There has been cases where girls, for instance, have given oral or 'hand jobs' as you may call it, gotten pregnant after masturbating while having semen on their hands and not realizing it. Just becareful while foreplaying.
Also to agree with bridgetc87, if you're that concerned that she got pregnant... go to plan parenthood and pick up information there.
