I'm not sure what you're talking about; I think you need to look at some images of penises on google so you can see what other penises looks like. Maybe what you're describing is normal.

I still don't know what you mean; all I can think of is that you are talking about your foreskin.

Are you circumsized or uncircumsized? And what do you mean by "pulled down"?

You mean the Frenulum?

I certainly wouldn't want mine to break, it's sensitive, probably the most sensitive.

But here's some info from a site. You might want to see a doctor for more info about healing or preventing bad healing.

*** Breaking a frenulum can occur following a trauma to the foreskin or during rough intercourse or masturbation. This can sometimes be related to having a short frenulum between the area just in front of the glans of the penis and the foreskin. When the frenulum breaks, it can lead to pain and bleeding.

When this happens, you will need to rest (no sex or masturbation) for about two weeks to give the frenulum time to heal. Sometimes during the healing process, scarring can occur. This can lead to a shorter frenulum than before and cause recurrent problems.

Circumcision is not the solutions for this. Through gentle stretching after the frenulum heals can lengthen the frenulum and stop this from happening again.
