Q: Risk?

About a week ago, I "sort of" had unprotected sex with someone I do not know. He was rubbing my penis (without a condom) against his anus and it penetrated. I pulled out within 30 seconds once I realized what happened. There was no ejaculation nor prolonged contact

Am I at risk and should I get tested?

It sounds like you have a pretty small risk of being infected from that. If I were you, I would wait a few weeks and test, wait a few more and test again just to be on the safe side. In the meantime, I would certainly be safe and use condoms so you don't infect anyone else just in case, but it does not sound like something you have to get too bent out of shape worrying about either.

Thanks for the reply. This whole fiasco was about a week ago and I am now experiencing symptoms of a cold. This includes a sore throat, fever and muscle aches. Is this too early for symptoms of an acute phase? I'm really worried.

I believe people start feeling symptoms as early as about two weeks. I would not certainly not go by symptoms alone, however. Many people never have any symptoms. Also, cold and flu-like symptoms are common for things other than HIV (like a cold and the flu!). So I would recommend getting tested in a few weeks regardless of symptoms.
