Is it normal for the head of the penis to
be soo sensitive when the skin is pulled
back that it hurts if anything touches it?

water or during a bath? Is there still
discomfort or pain?

No, it's not normal.
Did you changed soap lately? Do you have
any clue why it could be that it is so
sensitive ?

You can get it checked with a urologist
--- is there any discoloration on the skin
of the head or shaft of the penis?
redness? irritation?
