Papules Or Herpes?

Well for as long as I can possibly remember, i've had these small white spots on the tip of my foreskin on the underside, they're in a cluster, they dont itch and each dot is about a pinpoint big and they're somewhat around the circumference of the tip of my penis, you can only see them when you pull the foreskin back.
