Q: Cervical Mucus

Is that possible if there is egg but I am not ovulating? Because I go to ultrasound scan and the egg is there. And if I am not ovulating, will there be lh surge. But I am curious because I white discharge that are sometimes burning and itching. And lately my husband he got some sort of skin peeling on his private part. What is happening? What kind of sysptom is this?
