I have recently started having seizures. I am 28 and the last time I had them up until now I was 14. I would like to know if it will hurt me to use a heating pad? After the seizures my muscles in my neck hurt really bad. Can anyone aswer this for me?

I don't see why using a heating pad would hurt you. I would advise that you either make sure it is set low enough you can't get too warm or make sure someone is with you when you are using it so you don't get burned.
