Chapped Skin

My son is always licking his upper lip and now the skin above his lip is red and chapped. Just in time for pictures. It looks like a mustache. How can I get rid of it?

My son seems to do the same thing twice a year. In the beginning of winter and the beginning of spring. I am really not sure what the exact reason of why he does this some say it's dryness and needs to drink more fluids and other say it is a nervous habbit. That I don't buy for the fact that if it was nervousness then he would do it more often for one and for the fact that it is a lack of fluid well then why do I still have problems with wetting the bed. Sorry just venting a bit. The one product that I have found that does not burn him or leave a nasty taste in the mouth is the new lip gloss called blistex lip infusion. My boy loves the stuff and uses it often because it sooths the burning sensation for one and help them feel moisturized without licking them so much.
