There is no need to belittle someone's apology because you choose not to accept.
We all say things we regret at times or say things we should have just kept to ourselves instead, and for the most part we don't have the balls to stand up and say sorry I shouldn't have said xyz or whatever, most of us don't have what it takes to stand up and apologise.
When you belittle someones apology - they think why the f*** should I bother?
If you don't accept that is fine but don't make an argument where there isn't one.
I've had discussions with allie about finding arguements where there are none - you don't find it acceptable from her and so it isn't acceptable the other way either.
