They dont hurt what so ever or does it bother any of my pennis functions. Their incredibly small but I can feel them when I urinate and theres a large one at the bottum of the shaft. Could be oil glands. If what you are talking is what I am thinking about, they are normal, and most men have them.

They should be small. But if it we are talking about something bigger than a milimeter, than I am not sure.

No one can diagnosis you over the internet, even a doctor, and skin conditions especially. However, they might just be cysts. They may even form similar to a white head, but harder. A doctor can easily remove them or if it is like a whitehead it may soften after a steamy shower they may even be popped. Get underneath it to ensure you don't squeeze it into you deeper. The skin on the penis is flexible enough that it shouldn't be a problem. I wouldn't suggest you do it unless it looks like it will easily be popped.

I had three and when I was at the dermatologist for another reason I asked about them. He said they were just cysts. Almost two weeks later after a shower I looked at them and the usual hard white heads were soft and I pulled at one and then gave it a little squeeze. Out came the entire head, like a white ball of cells. Similar to the white plugs you may get from popping acne. The next day I had another appointment at the dermatologist so I left the other two alone, figuring i'd bring them up again. He said he could remove them and did so, noting that they were indeed just cysts. He also noted the one that I had removed myself was just a little inflamed so he did nothing for that one. A day or two later the one I popped was completely healed and the two he had removed were still red bumps, slightly sore to the touch. I wish I had removed all of them myself, but after a couple weeks all were healed.

Before trying to pop anything like a zit, I would go check with a doctor first.

You have pearly penile paupules from what I've researched in the past. They are very common, harmless, and pretty much impossible to get rid of.

You too have pearly penile paupules, as far as I can tell. If that's what they are, then you definitely don't have cancer. This is normal, common, and harmless. There's nothing you can do about it, but there's nothing you should need to do about it.

See pearly penile paupules,

I've got the same tiny white dots(clustered) on my penis and now on the inside stem of my lip . I can feel it too, it feels sorta numb.

What the heck is going on?

I researched it myself and found the answer too:

Hirsuties papillaris genitalis (more commonly referred to as "pearly penile papules" (PPP)) is a harmless physiological phenomenon with no malignant potential. The papules appear as one or several rows of small, flesh-coloured, smooth, dome-topped bumps situated circumferentially around the corona (see image) or sulcus of the glans penis. Uncommonly, lesions may extend onto the glans penis. It is not a sexually transmitted disease and its appearance is unrelated to sexual activity or standards of personal hygiene. The bumps are however extremely sensitive and many sufferers view this sensitivity as unwelcome. [1] A 1999 medical study found that 48% of 200 men attending a department of genitourinary medicine had the condition. Various other studies have shown that the number may be in the interval between 8% and 48%, varying with region and whether or not the subjects are circumcised. Lesions typically are asymptomatic and persist throughout life; however, they gradually may become less noticeable with increased age.

AND

Fordyce's spots, or Fordyce granules are small, painless, raised, pale or white spots or bumps 1 to 3 mm in diameter that may appear on the shaft of the penis or on the labia[1], as well as the inner surface and vermilion border of the lips of the face. They are common in men and women of all ages. They are named after an American dermatologist, John Addison Fordyce.[2] On the head of the penis, they are called Tyson glands,[3] not to be confused with pearly penile papules.[4]

I found the above on wiki after reading some PDF's from dermatologists from google.

Search wiki for ppp and Fordyce spots (there are piuctures shown too)

-heh, maybe i should warn you'll see some man flesh.

I am 18 years old. I have never in my life had a full erection or even one at 90 degrees. My right testicle is incredibly small whilst my left one is incredibly large. But on the whole I believe my testicle and penis size is small. My penis is between 2.5 and 3 inches when flaccid. But when it is hard/turgid (the hardest it gets) it is about 4.2 inches. But this is not my full erection!!! It is pointing downwards and is floppy!!! It does not even reach the 45 degrees level pointing down. It just points down and stays floppy!!! Also, when I masterbate, I therfore tense my penis and then masterbate and ejaculate. Once I have ejaculated, I instantly lose my sex drive and interest and clear up. I do not orgasm that much, very little and it just dribbles out everytime! Also, when my penis reaches the 4.2 inch level pointing down (i have never in my life not even once had a proper/full erection) I cannot pull my foreskin back, it is tight. But I can pull it back when it is 2.5 - 3 inches long. Also, my penis and foreskin is together by some flesh on my penis. I showed it to the doctor and she said it is quite large. Also, I do not have full facial hair, just side burns and on the chin and above the lips, I have a bit of armpit hair (someone once asked me if I shave them! But I do not, but my physique is ok). I have pubic hair though.
When I started masterbating, I use to cum quite a bit. Now it just dribbles, and I am bored. Is it because I have never had an erection? I have always orgasmed at my 4.5 inch floppy pointing down penis. It grows from 2.5-3 inch flaccid penis to that 4.5 inch stage. But I don't know my real size and don't know how a real full erection feels like as I have NEVER had one!
Also, once I was masterbating with microphone sex on computer with a woman, and my head hurt! I got so dizzy and I felt I was almost going to faint! My legs shook so hard! I couldn't control myself! Can anyone explain this too please?!!!

I have never ever had proper erection, therefore I believe there is physical problem. As I have never ever had an erection in the MORNINGNS or RANDOMLY!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! !!!!!!!!!!!!!!!! Never!

I have only had 2 wet dreams in my life!!!

Also, my sugar level and testostorone level came out to be normal. My blood pressure was normal too.

Can you please realistically from any knowledge and experience explain to me what is the problem and how can it be dealt with.

Also, due to my problem this has not led me to potentially have my proper penis growth/size.

I do not smoke and drink and my health is on the top. Please I am desperate.

Due to my problem, I have never ever had any physical contact with women, not even a kiss or a hug!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Next week I am seeing a private specialist and I might be getting a tube stuck into my urethra so the doctor can see it from the inside, my veins etc on the penis. Also, I am getting an ultrasound done on my penis and testicles. Can I have more help please!!!!!!!!!!!!!!!!!!!!!
Crying or Very sad
