If I started my period at 14, and I am now 18 does that mean my breast have reached their fullest size?

Nope.

I was a 'b' cup until I reached my twenties, then a 'c' cup until about 2 years ago now I am a 'dd' cup.

I'm 27 and I started my periods just a few weeks after I turned 9

I don't thin kyour period has anything to do with your boobs. . .Besides the fact that ita all a part of maturing. I started my period when I was about 11 or 12 and had small boobs.Then in highschool(i was 1Cool they were a c and now they're a dd',i'm 21 now.

I was a b cup when I was 10...And I was fairly tiny(not chubby), by the time I was 14 I was a c cup, now i'm 19 and almost falling out of a dd. So yeah, mine haven't stopped growing either, so you're not alone.

I started my period when I was 11, and at that time I was a B cup. When I hit elementary school I got to a C cup, by the time i graduated high school I was a D cup. Second year in college i was a DD cup, and when I left I was DDD cup. Sadly 2 years after graduation college and 23 years old, depending on the bra, i wear a 40 G or 38 H. You will most likely grow in your twenties.
