Yeah, it sounds like a hernia.
I had mine operated on july this year, with general anesthetic, I would prefer to have general rather than local, all I can remember is the doc talking to me about something on tv, and the next minute I was in bed on the ward.
The clinic should meet your request, although sometimes general is required.
Your pre op assesment nurse will let you know if you can have local,
