Q: Testicle Rash

I began to find that the base of my penis was becomming inflamed after masterbation. A day later (i stopped masterbating once I saw the inflammation), I found that a confined space of skin between the base of my penis and lower abdomen (about the size of nickle) was beginning to peel. Shortly thereafter it began to ooze. I cleaned the area and put some baby powder on it. It no longer oozes and appears to be healing but now there is a rash that is spreading on my testicles and around the base of my penis. It does not itch or appear bumpy. It is just shiny and red and covers the majority of skin on my testicles. I'm not sexually active so I don't think it could be an std. Also, I don't sweat very much and have decent hygiene, so I don't think it's jock itch either. Any advice or suggestions would be very much appreciated.
Thanks
