Q: Birth Control Causing Spotting on the Skin (Mild change in P

My wife and I moved to the Northwest a year ago and with that came a change in Birth control. With that change, what looked like a mild pigmentation began to show up near week three of her cycle. After donating eggs 6 months ago, the same kind of spots have come to develop next to her breast and is reaching around to her side.
These are non-irritatin and slightly raised. They feel smooth and have no superfluous hair growth associated. During week 1 and 2 of her cycle, they tend to fade a little, so it appears they are effected by sex hormones.
Is this of concern and what might it be called?
