Between the penis and the skin is like another thing of skin attaching both? Or maybe the same skin...Looks like it's attached to the bottom part of the penis and most likely if I pull it will hurt like hell.

It's called your frenulum and it's a natural piece of skin which attaches your foreskin to your glans.
