Q: Reddish Purple Spotty Arms

:( can anyone tell me how to get rid of this reddish corn beef efect on tops of my arms and whats causing it

My aunt has it, the doc said that its because the blood is getting starved of oxygen or something? And told her to lose weight and it would go away. Hope this helps
