Could three small red pimples with white heads on the lower shaft of the penis be herpes? Usually occurs after dry masterbation.

Very doubtful. If its dry masturbation the friction of the dryskin can cause pimples. Its the same with necking with someone with a beard hehe. Herpes are painful and itchy, I sincerely think you have nothing to worry about.
