Q: Possible Herpes Or Balanopostitis?

I'm going to give a timeline of events, first about a year and a half ago I receieved very brief unprotected oral sex, then the very next day I had some cuts in my foreskin area, she was extremely rough, and the cuts went away by away of neosporin, they at no time, bubbled or pussed and after this I never had any other cuts in the area. If I was infected with herpes, it would've been hsv-1 which I read rarely causes outbreaks, now fast foward a year later, about 11 days ago, I had very friction induced protected sex, also no oral sex involved, I also masturbated quite often that same week. Now, the head of my penis, by the urethra opening is red and mildly painful on the outside and somewhat from what I can tell the inside of my urethra. I have a history of bladder infections due to a congenital bladder, and from time to time I grab at my penis when I have to urinate, also earlier in the week before I noticed this pain, I poured powder on my genital area, so i'm also thinking maybe some powder irritated the opening of my penis.

I have no fever, nor any bumps or blisters at the moment on my penis that I can make out. I'm also circumsized, and about 7 months ago had a case of epididymitis, and was checked for gonorhea and chlymydia both of which were negative. Any help on this matter be greatly appreciated, thanks.
