Q: Ovulate When You Bleed Over 3 Weeks?

My question is can you ovulate when you bleed 3 weeks out of the month.. Some days I bleed and some days I don't it about adds up to 3 weeks so can I ovulate? And also are my chances better then they would be if I wasn't bleeding at all?? Or are they about the same?
