I'm 23 wks this is my 1st pregnancy I was just wondering when your baby kicks does that means she hungry?

No it just means she is moving and the space is getting more confined as she grows so you feel it more.

I joke to my husband that 'oh she is moving, she is hungry, go get me some ice cream" but I dont' think that it does mean that she is hungry. But my husband isn't wise to that fact. It gets me what I want.
