I looked up genital herpes for you in my nursing book, it says: once infected you can harbor the virus without symptoms for months or even years before an outbreak. You may first have itchy, painful, or tender skin in your genital area and swollen lymph glands. Some people also feel ill and have a headache or fever. Painful red blisters filled with a clear fluid burst, ooze, and crust over. The blisters can appear on any part of the vagina, or vulva as well as the inner thighs, buttocks, or anus. So from the sounds of things it sounds more like a ingrown hair to me, from shaving rather than herpes. I know I have had ingrown hairs before and they are awful, and painful.
