pre-cum can and often does contain sperm - if this gets inside your vagina then yes it can lead to a pregnancy.

However in the scenario described, where by he had a small amount on his finger, thoroughly wiped it off and it was several minutes later (ie it had chance to dry out) then no the chance of sperm suviving being dried out is so miniscule that it is totally unlikely.
