Q: little bright red spots appearing on my chest and upper arms

I have little bright red spots appearing on my chest and upper arms. They do not itch or hurt or anything, they are just randomly showing up. They are not pimples or a rash. It seems everytime I look, I notice more of them forming.

Can anyone tell me what they might be? I've searched on the internet but I can't seem to find any information.
