Q: Heart Rate With Pvc's

When considering giving atropine for bradycardia patients is the heart rate the rate with the pvc's or the underlying rate. For example, if one was going to administer atropine to a patient witha rate of 80 of which every other beat was a pvc would the heart rate autually be 40 or would the heart rate be 80?
