Is a child born with the appropriate nerve(s) re gag reflex, and thus it is either successful or unsuccessful at preventing choking, or is the reflex also a learned behavior? What we would like to determine really, is if when an infant (1.5weeks) is choking and turning red for a few moments, is this a natural and even necessary event, in order to develop the child's gag reflex, or if choking to that extent could be cause for medical attention (despite airways having been subsequently cleared).

Talk to your dr or personally i'd see the baby health clinic nurse/dr or if you can afford it a good pedeatrician, if it's as you desribe this doesn't sound normal to me.
