Q: alzheimers care

Hello:

my father has alzheimers and is currently on medicaid. He lives with my brother, who is the main caregiver, in oregon, but someone does come in for 7 hours a day on weekdays and medicaid pays for that. Medicaid has agreed to pay for someone to come in for 24 hour home care, but I cannot find anyone on the list they gave me to come in for the full 24 hours. There are some people I have contacted that would like to come in and split up the 24 hours in 3/8 hour shifts and I may be able to even get 2 of them to do 2 12 hour shifts. However, my caseworker for medicaid tells me that this splitting up of hours cannot be done. However, how am I supposed to get care if no one will come in for the full 24 hours? Is it law that I cannot split up the hours and if so, is there anyway I can get around it? It seems I shouldnt be denied help if the shifts cant be split up and no one will do the full 24. So, my question is, is this a law in oregon that the hours cant be split?

Thanks so much
