I did not fully expose my glans until maybe six months ago, while flaccid. I cannot when erect, due to this band of skin leading from the urethra to the foreskin.

I'm moving to my second partner, and i'm now aware this skin isn't normal. It's fine with a condom over a hooded penis, and i've even made love plenty without one, exposing the head so the skin would stay, but never fully exposing the head.

I want this fixed. I know I probably can't do it at home. I know it's a disorder, but is it a disease? Is it part of a disease?
