Bump Where Its Not Suppose to Be

My boyfriend shaved his scrotum a little over a year ago and a small bump formed which he thought was irritation from shaving. However a little over a year has passed and the bump has since grown to the size of a small marble or bb pellet on the bottom of his left testicle. It is hard, painless and not attached at all to the actually testicle. The top of the bump is white-ish as if liquid may be in it but it never popped or has any type of fluid ever excreted from it.

I have been urging him to have it looked at but he is too afraid hear bad news (cancer). Currenlty we do not have health insurance and I would like to have an idea of what we may be getting into so I could select adquate coverage.

Could this possibly be tumor or mass? Or could be a cyst that developed under the skin? I have been read up on it but have gotten no actual advise and appreciate any enlightment because I am desprite for something that I could say to him to make him want to get it check out.... :cry:

Maybe a ingrown hair from shaving

Yeah, it's likely an ingrown hair, when you don't take care of them right away, that's exactly what happens to them.
