i know what you talking about I got them on and off also cant tell you what its called or if it has a name sure it does....I think many people get them....I exfoliate with shower gel and one of the shower puffs........Then I moisterize........I try not to use anything too harsh like a scrub incase I make it inflamed....The shower puff should help (its like a ball on a string like mesh kinda .......) sure you know what I mean :)

It sounds like keratosis pilaris and from everything i've read, it's real common. Especially in the fall and winter. Basically your skin is very dry.
