Blood in the urine is usually a sign of infection in the urinary tract, bladder or urethra. She needs to get to the dr asap. The heart racing could be her anxiety about the issue. A fever and other symptoms of being sick can present themselves through these infections.

I've had the same thing and it is called chronic cystitis. At least my condition is. My urine is sometimes the color of apple juice there's so much blood in my urine.

Whatever the case, it should certainly be checked out asap.
