Q: Skin Rash And Itching

I have a skin condition that is driving me nuts. Not everyday but often I break-out with a rash and it itches. It also feels like it's burning. It may last a few hours. It appears on my arms, chest, stomach and legs.
Does anyone know what this could be ? No other symptoms.

red bumps apear on my knees and on my fingers the are ichy and spread when ever they are scratched its runny like a clear water black spots apear at times in the middle
