Is it possible that the skin on the penis can begin to peel? What causes this? Is it harmful to have sex without a condom while it's peeling?

Yes, if you have an alergic reaction the a condom it might, but more commonly, it just becomes dried out sometimes and will peel. Putting a little lotion on it may help to make it go away faster.
