Q: Pain While Urinating

Hi... Lately I noticed a pain in my penis when I touched it or when it rubbed against my trousers. It has gotten worse over the last few days being painful around most of the top region and its become very very painful to urinate. I have had this before and was told to drink water, but I didn't have the penis pain with it... Just to touch it is painful.

This morning I got up went to the bathroom and almost passed out due to the pain it was causing me. When I pull back my foreskin there is also a white liquid (not seamen) which smells quite bad.

Is this the sign of a urinary infection?

Please help. Thanks.
