When comparing a person's vitamin a intake to they intake recommended dietary (rda) what percentage below the rda is considered a health problem?

Vit a
Adult male and female require about 3000 i.U. Per day (recommended allowance is 5000 i.U.) vit a deficiency is unlikely to occur if someone consumes cheese, milk, butter, egg yolk , green vegetables etc. Care must be taken not to exceed its intake like taking a multivitamin and skin hair tablet at the same time.

Where can I find information of rda? Not what it is but the numbers.
