The most common cause of small round white bumps on the penis is Pearly Penile Paupules. Search for it on Google. You're not allowed to post images on penises on here so you're going to have to go look for yourself and decide if this is what you have. Another similar condition is called Fordyce's Spots. Both of these conditions can collectively cause spots all over the penis, just on the head around the corona, or on the testicles.

Hi the Fordyce's Spots, look exactly the same as what i have had since i was 13-14, im 20 now ive never been to the doctor, i also cant pull my forskin all the way back.
