Yeah, I might have some useful advice.
As to legal terms--don't worry--the laws to be an "unfit mother" are insanely flexible. Unless the mother has an extensive criminal record, and drinks constantly, and resorts to drug use often, then the accuser would have a case. She'd have to be pretty darn evil to be in the courtroom as an unfit mother. That's more California than it is Idaho, so I don't think there's worry over that. But don't forget that your cousin is still a minor. This means that her parents have control over what happens to the baby. How I know? Let's just say my father is a great lawyer.
The child support? Yeah, there's a conflict. Well, if she can't provide an adequate amount for the child, there are governmental programs in which that can be provided. Welfare, for example, is one way. It's not difficult to qualify for welfare, but nowadays that term seems derogatory to some people. I personally believe it's nothing to be ashamed about. But also, if she has a supporting family to help her out, these programs are just an option if all else fails, and that's the way to treat it.
