Q: Under-skin Lumps

I've got about 3 or 4 bumps on the upper part of my leg. They aren't big, and aren't itchy either. You can't see the bumps unless you feel the skin. These bumps developed when I had a rash in that area. Could it be because of that or should I see my doctor?
