Ive just noticed I have these pimple like bumps on my testicles, they are small and sort of white in color, and they pretty much cover the testicle area. Any ideas about what this could be?

I have the same thing. Ive asked friends about it and they say that they have it also, and its where more hair is growing.

Hes right, me too. Hair follicles. See the thread about bumps on the shaft, might help too.
