Q: Red Bump On Arm

I have had this red bump on my arm for a couple of years now and I think it has changed in size some. The bump is reddish and is mostly symmetrical and sometimes has some discomfort if you touch it right. I don't know if it is a mole or what but I was hoping someone here could help me figure it out.
