Q: All Men Out There With "bumps" On Their Penis...

It is a normal skin condition called "sebaceous prominence." I myself have it. It isnt an std or hiv, but it is just there. I have a site below which has a picture of it. If your bumps are similar to the ones in the picture, it is most likely nothing to be afraid about. (i know it took alot of stress of myself)

I wasn't the cleanliest teen and so I have these too. Nothing major, but of course more than I want. Will adequate hygiene keep new ones from appearing? Bah, lazy teen years, what a regret!

I fail to believe nothing can be done about them, something out there's got to work.

I am a young woman and I have it on my vagina. Doesn't seem to cause any issues.
