I have the same problem, and have had it for a long time (5 years or more?) for the past year I have stopped using chapstick (which I was addicted to) and tried to let my lips heal. The way that they peel has changed since I stopped using chapstick (and stopped physicall peeling them when there were pieces of skin hanging  ) it went from really thick skin (kinda like scabby) to thin skin. I bought a mirror and scissors to carry around and instead of peeling the lips I 'trim' the loose stuff. I am hoping the skin is just trying to grow back to normal. These are some things I was thinking it may have been caused by
-i usto bite my lips alot when younger
-i have a permanent retainer from braces
-nutrition problems
-i have a pretty acidic saliva I think (have had starts of ulcers)
-i also live in a dry climate (prairies)
went to a doctor once and it was try lipbalms like blistex....Useless!
