Q: Red Spots On the Inside of Foreskin And On the Corona

I have a small (7-8mm) "rash", slightly raised, and red. Then there are small pinhead sized dots of red. These are on the inside of my foreskin and under the ridge of my glans. Does anyone know what this is? I've only had 2 sex partners right before this happened, and both have seen a doctor recently, and came up negitive for any stds. So I don't believe it is one.
