Q: blood vessel ?

I got this thing on my head it looks like a wart right in the middle of my forehead, ive picked it off and it grew back just as I never messed with it, someone told me its like a blood vessel but I have no idea, if someone knows what it is and how to get rid of it reply to this and help me out thanks
